Each schema entry also records reversibility and risk tier. A partially reversible action (cancellable within 24 hours) has different oversight implications than an irreversible one. The risk tier, determined by impact on individuals and reversibility, dictates the approval gate requirement. The schema is the machine-readable expression of the system's intended purpose.
The mapping exercise proceeds in three steps. First, the Business Owner defines the operational workflow the agent is intended to support, expressed as a sequence of tasks. Second, the Technical SME identifies the minimal set of actions (tool calls, API interactions, data mutations) required to accomplish each task. Third, the AI System Assessor verifies that no permitted action exceeds what the intended purpose requires and that no necessary action has been omitted.
